The US Department of Defense (DoD) has awarded contracts to four major artificial intelligence developers. Alphabet Inc.’s Google, OpenAI, Anthropic PBC, and Elon Musk’s xAI—as part of a strategic initiative to accelerate the military’s adoption of advanced AI technologies.

The announcement, made Monday by the Pentagon’s Chief Digital and Artificial Intelligence Office (CDAO), marks a significant deepening of collaboration between the federal government and the private sector in the AI space.

While the exact contract values were not disclosed, the CDAO stated that each agreement carries a ceiling of up to $200 million, potentially totaling $800 million across the four companies.

These contracts will support the development of “agentic AI workflows” intended to enhance capabilities in warfighting, intelligence, and enterprise operations.

Doug Matty, head of the CDAO, emphasized the importance of integrating commercially available AI solutions into the defense ecosystem. “Leveraging commercially available solutions into an integrated capabilities approach will accelerate the use of advanced AI as part of our Joint mission essential tasks,” Matty said.

Grok for government and the commercial-first approach

The contracts reflect a broader shift toward a “commercial-first” procurement strategy by the Department of Defense, designed to streamline the adoption of cutting-edge technologies.

This approach enables other federal agencies to utilize the same AI tools through a partnership with the General Services Administration.

xAI, the AI startup founded by Elon Musk, announced on the same day that it was launching “Grok for Government”—a suite of AI products, including its flagship Grok 4 model—tailored for use by federal, state, local, and national security entities.

The initiative is intended to broaden the firm’s footprint in the public sector as AI becomes increasingly central to national infrastructure and security strategy.

OpenAI, known for its ChatGPT platform, had already secured a $200 million contract last month.

According to the Pentagon, the deal involves developing prototype frontier AI capabilities specifically designed to meet key national security challenges in both battlefield and enterprise environments.

Growing federal AI integration amid policy shifts

The US government’s interest in AI adoption has intensified in recent months, driven by both policy initiatives and regulatory changes.

A White House directive issued in April promoted wider use of AI across federal agencies.

More recently, President Donald Trump revoked a 2023 executive order introduced under the Biden administration that had imposed stricter AI oversight through mandatory data disclosures.

The revocation signals a move toward a lighter regulatory framework, intended to encourage faster development and deployment of AI solutions.

The defense contracts also come amid growing scrutiny of AI procurement practices.

In May, Senator Elizabeth Warren raised concerns over ensuring competitive contracting within the DoD as Musk’s Grok platform gained traction among federal users.

With the Pentagon now formally partnering with the top names in AI, the public sector is poised to play a central role in shaping the direction of emerging technologies.

The awarded contracts are expected to set the foundation for future integration of advanced AI systems in defense and beyond.
